Telly is an IPTV proxy for use with Plex Media Server.
It processes one or more M3U files from an iptv provider and presents to Plex as a hardware network tuner like a SiliconDust HD Homerun.
This allows you to use the Plex LiveTV and DVR functions with your IPTV provider.
NOTE: Plex can only handle up to 420 channels. It behaves badly when a tuner provides more than that. For this reason, if you load a playlist with > 420 channels into telly [after any filtering is taken into account], telly will report the error and exit.
