One-time migration to install Wise JavaScript Platforms (WJSP) for JavaScript/TypeScript libraries.
Installs @wise/pnpm-plugin-wjsp as a pnpm config dependency, configures the wise-library
platform preset with strict mode enabled, and runs pnpm install to enforce WJSP rules.
Does not run sync or generate GitHub Actions workflows.
