CLDR-19069
On
maint/maint-48branch:-Update date and status in README.md for final release.
-Remove "-SNAPSHOT" from CLDR version in pom.xml files.
-Also had to remove "-SNAPSHOT" in
tools/cldr-apps/Dockerfile-Update date in tr35.md (there is another spec update that should go in 10-20 so updated to that date).
