test: add VM runner validation scenarios

Summary

• replace the always-on VM debug job with a manual validation workflow
• validate VM identity, sudo, Docker daemon, local npm lifecycle, disk, and network
• add intentional failure and cancellation targets for cleanup validation
• add a bounded three-VM CPU, memory, and disk stress scenario

The workflow uses only the isolated rspack-ubuntu-24.04-vm-medium-verify label.
