Summary

This PR replaces the broad rstack-cli-best-practices project skill with the scoped rstack-cli-docs skill from the Rstack CLI repository. The new skill limits version-matched documentation lookup to user-facing rs commands, configuration semantics, and public APIs, and updates skills-lock.json accordingly.
