Maintain compatibility with Heroku deploys until we are ready to cut over to ECS.

A recent update to Docker client, i think by what Namespace runners provide, forced OCI export format, which Heroku doesen't seem to like. This release forces the Docker export format so that we can continue pushing to Heroku until migration is complete.
