Generate new Protos in VS code on local build

I know you can use /pregen on a PR to generate Protos, structs, etc.

Is there a way to do it on a local build before making a PR

The pregenerate workflow file lists the commands it runs- for the wpimath protobufs you'll need to run ./wpimath/generate_quickbuf.py and point it to a downloaded quickbuf plugin
