Adds the pinned Conan Center hash-library recipe as an LLAR Formula for the exact upstream tag hash_library_v8. It carries the recipe's exported CMake build and macOS endian patch, installs headers, library, license, and relocatable pkg-config metadata, and validates the six hash APIs through an independent C++ consumer.
Validated with LLAR main 9c062aa5c4b1724bfd30cb72f7e0bda136f9c078 on darwin/arm64 for default, shared=ON, fPIC=OFF, and a default cache-hit rerun. Lower hash_library_v7 and invalid option values are rejected.
