- Change Zarr Specification description to match official spec language
("Zarr format for N-dimensional typed arrays" instead of "on-disk Zarr format")
- Add "at the time of this writing" qualifier to website in ZSC responsibilities
- Clarify that non-affiliated projects should not have repos in zarr-developers org
