jellystat: init at 1.1.11

Adds the jellystat package. This is a fairly widely used equivalent to tautulli but for jellyfin. Upstream is going through a re-write apparently, but this version is still maintained. I've been maintaining this package for a few months now and figure others might find use for this being native

Added some patches to the source cause I realised I could massively simplify the module by just making the app portable in a couple places. Shouldn't be too hard to maintain at all
