fix(ui-tars): improve settings diagnostics and build filtering

Summary

• Fix the UI-TARS dependency build filters so the desktop package and its dependents are excluded correctly.
• Show an error toast when update checks fail.
• Remove settings submit debug logs and avoid logging the full VLM model configuration.

Testing

• TypeScript node typecheck passed.
• TypeScript web typecheck passed.
• git diff --check passed.
