Bump cuco version to fetch stream-ordered allocator

This PR updates the cuco version to the latest to fetch the new stream ordered allocator.

• Update the code to be compatible with the new cuco stream-ordered allocator cugraph#5311
• Test cuco stream-ordered allocator raft#2838

This PR is ready for review. Note that the cuco version bump introduces a breaking change affecting both cudf and cugraph. Therefore, we should hold off on merging this PR until the corresponding downstream PRs are approved and ready to merge.
